Consultation: Proposed Advisory Freight Route Map

Cambridgeshire County Council is inviting comments on a draft County-Wide Advisory Freight Map.

Hilton Parish Council wishes residents to be aware of this Consultation and to encourage them to send their comments to Shire Hall before 5 February 2009. The Parish Council will be finalising a general response on behalf of the village at their next meeting. The Parish Plan identifies the impact of through traffic, especially HCVs as Hilton's No. 1 issue.

The purpose of the map is to better manage Heavy Commercial Vehicle (HCV) traffic by highlighting preferred routes for freight companies to consider when planning their journeys. A stated aim is that the advisory freight map can reconcile the environmental needs of local communities with the (sometimes conflicting) needs of lorry operators.

  • Strategic routes (green roads) are those which are recommended to be used for HCV journeys to get as near as possible to their destination.
  • Local routes (yellow roads) are those which should be used when it is no longer possible to use a strategic route to get to a destination.
  • Local routes shown going through weight restricted areas will be available only for HCVs with premises there or deliveries to make in the area.

The County Council are inviting views on the draft map from Parish Councils, the General Public, the Road Haulage Association and the Freight Transport Association.

With regard to the Hilton area of the present draft, Potton Road (B1040) appears as a (yellow) local route through a Weight Limit Zone. The stretch of B1040 from Papworth to A428 Eltisley is not shown at all, so why should Potton Road appear at all?.

In forming your own view, you may wish to consider the following points:

  • Hilton is shown inside a hatched red box - this is the “Hilton Zone – Prohibition of HCV's”.
  • The night time ban prohibiting HCV's from using Potton Road does not apply during the day between 7am and 11pm, even though alternative routes via A-class roads (e.g. A14, A1198) are clearly indicated on the Draft Advisory Freight Map.
  • Those alternative roads are clearly much more suitable for large lorries (especially following the opening of the Papworth Everard A1198 bypass) and do not pass close to houses.
  • The Potton Road is a B class road, the surface of which is inadequate to support present day lorries of large tonnage and increasing size.
  • Some Haulage Operators may see this consultation as an opportunity to argue for B1040 to be designated as a strategic route.
